Senior Program Analyst & Schedule Architect

About the role

Blue Water Thinking is looking for a senior program analyst to serve as the Schedule Architect and lead the migration to Primavera P6 for the Integrated Healthcare Transformation initiative at the U.S. Department of Veterans Affairs. The role is advisory, supporting federal program managers and field staff through the transition.

Key responsibilities

• Design the enterprise Primavera P6 architecture for a portfolio of over 1,100 projects, including EPS hierarchy, WBS standards, activity coding, calendars and user‑defined fields.
• Map and migrate legacy Microsoft Project Web Access data to P6, creating logic‑driven schedules while preserving existing milestones and reporting.
• Build and maintain master schedules, perform variance and critical‑path analysis, and produce weekly capital schedule and risk reports for senior leadership.
• Coach federal program managers and engineers on schedule interpretation, develop training materials, and drive adoption through Power BI and SharePoint reporting dashboards.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Project Management, Business, IT or related field, or equivalent experience.
• 8+ years of professional scheduling experience on design and construction or capital infrastructure programs, with at least 3 years in a senior or lead role.
• Direct experience with the U.S. Department of Veterans Affairs capital project lifecycle and governance.
• Strong analytical, written and verbal communication skills and ability to support organizational change.

Required skills

• Oracle Primavera P6 Professional/EPPM (EPS, WBS design, activity coding, baseline management).
• Microsoft Project and Project Web App for data extraction and validation.
• Power BI and SharePoint for schedule reporting and dashboard creation.
• Experience with schedule health criteria, critical‑path analysis and risk register maintenance.
