Senior Finance and Budget Officer

About the role

The Senior Finance and Budget Officer supports the Chief of the Financial Risk Management Service in overseeing the United Nations' medium‑term financial planning, budget preparation, and financial risk management. Based in New York, the role ensures that legislative provisions and strategic plans are accurately reflected in budgets and financial policies.

Key responsibilities

• Plan, organize and manage the preparation and revision of the medium‑term plan, translating legislative provisions into actionable budgets.
• Review, analyse and finalise cost estimates and budget proposals, ensuring compliance with the medium‑term plan.
• Monitor expenditures and extra‑budgetary resources to keep spending within authorized limits.
• Develop, document and align Treasury financial policies with internal control and reporting frameworks.
• Design and improve financial processes to enhance efficiency and strengthen internal controls.
• Lead financial risk assessments, mitigation planning and compliance strategy development.
• Collect and analyse financial data to identify trends and support data‑driven decision‑making.

Required profile

• Extensive experience in public‑sector finance, budgeting and financial risk management.
• Strong understanding of United Nations financial regulations and internal control standards.
• Proven ability to coordinate multi‑stakeholder budget processes and provide substantive guidance.
• Excellent analytical, reporting and communication skills.
