Global Lead, Women's Protection and Empowerment Systems Transformation

About the role

The International Rescue Committee is seeking a Global Lead to drive transformation of its Women’s Protection and Empowerment (WPE) practice. This senior position will shape strategy, financing and delivery of gender‑based violence prevention and response across humanitarian, recovery and development contexts.

Key responsibilities

• Lead the design and implementation of a systems‑based approach to GBV prevention, response and women’s empowerment, aligning with IRC’s Safety Strategy and global standards.
• Develop and execute business development strategies that secure sustainable financing for workforce, referral networks and community‑based services.
• Provide technical oversight of WPE standards, tools and data systems, supporting regional leads and country teams with mentorship and capacity building.
• Represent IRC in external forums, shaping policy and thought leadership on protection financing, social‑work systems and feminist practice.

Required profile

• Extensive senior‑level experience in gender‑based violence, women’s protection or related humanitarian sectors, with a proven record of institutional transformation.
• Strong analytical and diagnostic abilities to assess programmatic risk, financing models and evidence‑based learning.
• Demonstrated capacity to lead multi‑disciplinary global teams, manage complex stakeholder relationships and influence donors, governments and multilateral partners.
