Training Officer

About the role

The Office of Human Resources Management, Learning and Organizational Development Division at NIST is seeking a Training Officer to lead and coordinate leadership and employee development programs for staff, supervisors, and external vendors.

Key responsibilities

• Act as the NIST Training Officer and program manager for the Commerce Learning Center and related learning systems.
• Design, implement, and oversee training programs that address leadership, employee development, and vendor education.
• Represent HR training on various task forces and committees and serve as the DOC liaison.
• Identify gaps in training processes, analyze needs, and develop innovative policies and procedures.
• Conduct research on industry best practices and data to inform HR development strategies.
• Prepare recommendations and brief senior management on HR policy and program decisions.

Required profile

• At least one year of specialized experience equivalent to the GS‑13 level (or ZA‑III at NIST).
• Proven experience developing and delivering employee training programs, performing needs assessments, and creating customized content.
• Strong research and data‑analysis skills with the ability to present findings to inform decision‑making.
• Demonstrated ability to build and maintain relationships with internal stakeholders, external vendors, and cross‑functional teams.
• Experience may include paid, unpaid, or volunteer work (e.g., Peace Corps, AmeriCorps).
