About the role
The Technical Advisor III contributes to global health and outbreak response strategy, providing senior technical advice and leadership in designing high‑quality programs aligned with national policies and evidence‑based practices. The role also delivers operational health guidance (approximately 20% FTE) to CRS staff, covering health education, pre‑travel briefings, capacity assessments, medical incident management plans, and staff medical clearance reviews.
Key responsibilities
- Lead the design, advocacy, and implementation of agency‑wide outbreak response strategies, standards, tools, and best practices, ensuring gender mainstreaming, protection, and disaster risk reduction.
- Provide technical solutions globally for regional and country teams, adapting program design, implementation standards, partnership principles, tools, and M&E for health and outbreak response.
- Lead efforts at HQ, regional, and country levels to position CRS for strategic growth in health and outbreak response, offering technical guidance in proposal development and complex project design.
- Oversee and lead capacity‑strengthening initiatives for health and outbreak response interventions, developing learning strategies, curricula, and delivering trainings, workshops, and mentorship.
- Deliver operational health guidance, including health education, pre‑travel health briefings, health capacity assessments, creation of medical incident management plans, and review of staff medical clearance submissions.
- Provide 24/7 on‑call support for health emergencies and medical evacuations as needed.
Required profile
- Extensive experience in health and outbreak response at a global or regional level.
- Proven ability to lead cross‑sectoral approaches integrating gender, protection, and disaster risk reduction.
- Strong background in proposal development, complex project design, and technical guidance for senior staff.
- Experience delivering capacity‑strengthening activities, trainings, and mentorship for staff and partners.
- Willingness to provide operational health support, including 24/7 emergency response.
