Technical Advisor II – Emergency Health

About the role

The Technical Advisor II – Emergency Health provides expert technical advice, guidance, and support to regional and country program teams on the design and implementation of large‑scale emergency health projects. Working within Catholic Relief Services’ quality standards and donor guidelines, the advisor helps ensure high‑quality, adaptive, and innovative health programming for vulnerable populations worldwide.

Key responsibilities

• Develop and implement agency‑wide strategies, standards, tools, and best practices for Emergency Health, integrating gender, protection, and disaster risk reduction.
• Provide technical solutions to regional and country teams, both remotely and on‑site, for strategic planning, program design, and implementation.
• Lead or support the technical design of complex proposals, defining monitoring systems and indicators, and aligning donor strategies with CRS approaches.
• Strengthen capacity of staff and partners through learning strategies, training curricula, workshops, mentoring, and coaching.
• Collect and analyze program data, evaluate projects, measure impact, and disseminate lessons learned and best practices.
• Maintain relationships with donors, peer organizations, research institutions, and participate in emergency health forums.

Required profile

• Demonstrated experience applying technical principles in Emergency Health.
• Broad understanding of related disciplines to ensure cross‑sectoral integration.
• Ability to work collaboratively with diverse stakeholders and adapt to evolving humanitarian contexts.

Required skills

• Proficiency in Microsoft Office applications, especially Excel and Word.
