Talent & Organizational Development Program Manager

About the role

The Talent & Organizational Development (T&OD) Program Manager leads strategic projects that enhance talent management and organizational development across the Federal Reserve Bank of Philadelphia. Reporting to the Talent Management and Organizational Development Manager, this role partners with senior leaders to design, implement, and evaluate programs that support employee growth, engagement, and retention.

Key responsibilities

• Provide subject‑matter expertise for the development and continuous improvement of T&OD curricula, including officer, people‑leader, and individual‑contributor tracks.
• Design, develop, and deliver training using a blend of classroom, instructor‑led, and e‑learning methods.
• Partner with department heads to align T&OD solutions with the Bank’s retention strategy and define program outcomes.
• Manage project plans, milestones, and resource allocations throughout the program lifecycle.
• Measure stakeholder satisfaction, gather feedback, and identify opportunities for enhancement.
• Oversee communication strategies for all T&OD initiatives and coordinate messaging across HR units.
• Represent the T&OD function on system committees, special projects, and cross‑functional work groups.

Required profile

• Proven experience in talent management, organizational development, or learning and development within a large, complex organization.
• Strong project‑management skills with the ability to lead ad‑hoc teams and manage multiple initiatives simultaneously.
• Excellent communication and influencing abilities to engage senior leaders and drive program adoption.
• Analytical mindset to assess program effectiveness and incorporate data‑driven improvements.
