Talent Management and Organizational Development Manager

About the role

The Talent Management and Organizational Development Manager leads the talent development and organizational development team at the Federal Reserve Bank of Philadelphia. Reporting to the Vice President of Talent, this role drives talent pipeline growth, oversees onboarding, leadership programs, succession planning, DEI initiatives, and performance management across the Bank.

Key responsibilities

• Manage day‑to‑day operations of the Talent Development and Organizational Development staff.
• Design and implement talent strategies that align with business objectives, including workforce planning, leadership development, and succession.
• Oversee the performance management process and ensure consistent evaluation and feedback.
• Administer the Talent Management budget, contractual services, and vendor relationships.
• Serve as subject‑matter expert on onboarding, organizational design, DEI, and workforce strategies.
• Prepare and present reports on program outcomes and metrics to senior leadership.
• Represent the Bank on system‑wide talent management and learning projects.

Required profile

• Proven experience in talent management, organizational development, or a related HR discipline.
• Demonstrated ability to lead and coach teams and influence senior leaders.
• Strong analytical skills with a track record of using metrics to drive results.
• Knowledge of DEI principles, succession planning, and workforce strategy.
• Excellent communication and stakeholder‑management abilities.
