Senior Programme Management Officer (UN Counter‑Terrorism)

About the role

The United Nations Office of Counter‑Terrorism is seeking a Senior Programme Management Officer to lead and evaluate programmes related to the prevention of violent extremism (PCVE) and support to victims of terrorism. Based in the UN Counter‑Terrorism Centre in New York, the role reports to the Deputy Director of UNCCT.

Key responsibilities

• Lead the design, implementation and evaluation of assigned PCVE and victims‑of‑terrorism programmes, directing staff and coordinating with partners.
• Ensure gender mainstreaming is integrated into all programme actions and assess impacts on men and women.
• Direct research, surveys and programme evaluations, analyse data and present findings to inform policy.
• Develop and coordinate policy documents, background papers, reports and publications.
• Organise and support consultative meetings, conferences and outreach events, including agenda setting and preparation of materials.
• Manage resource‑mobilisation activities, design and deliver training workshops and seminars, and represent the office in field missions.

Required profile

• Proven experience in leading programme and project development, implementation, monitoring and assessment in a security or counter‑terrorism context.
• Demonstrated ability to apply gender mainstreaming guidelines.
• Strong background in research design, data collection and analysis.
• Experience in policy development, drafting analytical papers and preparing high‑level reports.
• Excellent coordination skills for meetings, conferences and outreach initiatives.
