Senior Programme Management Officer

About the role

The United Nations Office of Counter‑Terrorism (UNOCT) seeks a Senior Programme Management Officer to lead and evaluate key programmes supporting Iraq’s counter‑terrorism and violent‑extremism prevention efforts. Based at UNOCT Headquarters in New York, the incumbent will report to the Chief of the Strategic Coordination Section and maintain additional reporting lines to senior officials in Iraq and UNCCT.

Key responsibilities

• Develop, implement and assess programmes and projects that strengthen counter‑terrorism capacity in Iraq and the wider region.
• Mobilise resources for capacity‑building initiatives and oversee sub‑teams in programme design, monitoring and evaluation.
• Ensure gender‑mainstreaming guidelines are applied across all actions, policies and programmes.
• Coordinate policy development, conduct assessments of trends, and guide research and survey activities.
• Prepare and present reports, identify priorities, and propose corrective actions to senior leadership.

Required profile

• Proven experience in programme/project development, implementation and evaluation, preferably in security or counter‑terrorism contexts.
• Demonstrated ability to lead multidisciplinary teams and coordinate with multiple UN entities.
• Strong understanding of gender mainstreaming principles and their application in programme design.
• Excellent analytical and reporting skills, with the capacity to synthesize information from diverse sources.
