Security Manager (P-4) – Fixed Term – Gaza

About the role

The Security Manager (P-4) will lead UNICEF's security function in Gaza, ensuring the safety of staff, assets and programmes in a highly volatile environment. This senior position reports to the Chief of Field Office and works closely with humanitarian partners, local authorities and armed actors.

Key responsibilities

• Develop and implement security risk management measures and operational security procedures.
• Coordinate humanitarian movement, convoy planning and emergency response across Gaza.
• Facilitate access for UNICEF programmes, inter‑agency movements and partner operations.
• Provide security support for high‑risk field missions and emergency programmes.
• Lead civil‑military coordination and engage with de‑facto authorities, community leaders and power brokers.
• Oversee physical security, asset protection and emergency preparedness.
• Build national security capacity in Gaza and Jerusalem and mentor field‑based security staff.

Required profile

• Extensive experience in security management within humanitarian or conflict‑affected settings.
• Proven ability to operate independently, make advanced operational judgments and negotiate with diverse stakeholders.
• Strong understanding of humanitarian access, movement coordination and civil‑military dynamics.
• Excellent communication and leadership skills, with a track record of capacity building.
