Roadway/Site Engineer

About the role

Horrocks is seeking a Roadway/Site Engineer to lead civil design projects from concept through construction. The role combines technical design, project management, and client interaction to deliver high‑quality infrastructure solutions.

Key responsibilities

• Develop project work plans, scopes of work, and detailed schedules.
• Prepare fee proposals, manage budgets, and track invoicing.
• Create roadway, grading, drainage, water, and sewer designs using AutoCAD Civil 3D.
• Produce technical memoranda, design plans, specifications, and reports.
• Administer quality‑assurance reviews and ensure compliance with permitting requirements.
• Estimate probable project costs and support bidding processes.
• Manage design development for private and public clients, coordinating with multidisciplinary teams.
• Maintain client communication, conduct technical presentations, and oversee construction observation.
• Allocate staff resources efficiently and hold regular project meetings.

Required profile

• Undergraduate or graduate degree in civil engineering.
• 3 years of PE‑licensed civil engineering experience.
• 7‑10 years of progressive civil design experience, especially in drainage, utility, roadway, and site development.
• Strong self‑direction, project‑delivery capability, and client‑facing communication skills.
