Program Officer – Research Administration

About the role

The East‑West Center is seeking an on‑site Program Officer to support its research team for a one‑year appointment, with possible extension. The role provides administrative and operational coordination for participant programs, ensuring compliance, budgeting, and effective communication with diverse stakeholders.

Key responsibilities

• Interpret and apply Center participant policies, draft award notifications, and monitor compliance with U.S. and partner country regulations.
• Manage participant logistics including visa, health insurance, invitation letters, and tax information, and serve as a point of contact for emergencies.
• Plan and oversee non‑academic activities, coordinate workshops, conferences, and seminars both on‑site and off‑site.
• Assist staff fellows with budgeting, monitor expenditures, and prepare contracts, MOUs, and consultant agreements.
• Facilitate virtual meetings and webinars, handling scheduling, recordings, breakout rooms, and agenda distribution.

Required profile

• Bachelor’s degree and at least three years of full‑time experience in program coordination, policy interpretation, and fiscal administration.
• Strong written and verbal communication skills with the ability to work with multicultural participants and stakeholders.
• Valid Hawaii driver’s license or ability to obtain one within two months of hire.

Required skills

• Proficiency with Microsoft Word, Excel, PowerPoint, and Adobe Acrobat Professional.
• Experience using virtual meeting platforms such as Zoom, Skype, and Microsoft Teams.
