Program Manager (PgM)

About the role

Competitive Range Solutions is seeking an experienced Program Manager (PgM) to lead the execution of a Blanket Purchase Agreement supporting a U.S. Combatant Command at MacDill Air Force Base, Tampa, Florida. This key personnel role serves as the primary contractor interface with the Government for all contractual, programmatic, and resource matters.

Key responsibilities

• Serve as the named Program Manager for the first Task Order and act as the single authoritative point of contact to the Government.
• Provide overall management, direction, administration, and leadership for the BPA and all associated Task Orders.
• Establish and enforce quality assurance across all deliverables in line with the contractor’s Quality Control Plan.
• Oversee contractor and subcontractor personnel across multiple OCONUS locations, managing staffing, performance, and coordination.
• Supervise technical efforts, ensuring optimal resource use, on‑time delivery, and cost control.
• Exercise full decision‑making authority for contractor responses to Government issues.
• Identify and alert the Government to potential risks and lead mitigation actions.
• Coordinate SCRUM‑based/Agile execution, managing sprint planning and delivery across distributed teams.
• Ensure compliance with foreign Host Nation and SOFA requirements throughout the Area of Responsibility.
• Serve as principal liaison to the Contracting Officer, COR, and other Government stakeholders, providing accurate program reporting.

Required profile

• Active Top Secret clearance with eligibility for SCI.
• Minimum ten years of experience planning, directing, and managing large‑scale, multi‑location defense programs.
• Proven experience overseeing SCRUM‑based execution in OCONUS environments.
• Familiarity with Host Nation and SOFA regulations across a broad AOR.
• Project Management Professional (PMP) or Program Management Professional (PgMP) certification preferred.
