Program Manager II – MEAL for CIHS Project

About the role
The Program Manager II, MEAL will join the leadership team of the Continuity of Integrated Health Services (CIHS) project, a multi‑country initiative in Guinea, Liberia, Mali and Togo. The role is responsible for designing, implementing and overseeing MEAL systems that support the project’s four strategic objectives and ensure high‑quality, data‑driven programming.
Key responsibilities
- Lead the technical MEAL component across the program cycle, ensuring compliance with CRS quality standards, donor guidelines and best practices.
- Develop, supervise and strengthen data collection, management and reporting systems at community, health‑facility and partner levels.
- Manage and mentor a multidisciplinary team, set clear objectives, conduct performance reviews and foster staff well‑being.
- Drive program learning by identifying research opportunities, publishing findings and integrating innovations into project design.
- Provide technical guidance for large proposals, define monitoring systems and align donor requirements with CRS approaches.
- Oversee capacity‑building activities for staff and partners to improve program impact.
Required profile
- Bachelor’s degree in Social Sciences, Development Studies, Statistics, Information Management or related field.
- Minimum 7 years of relevant experience, including at least 3 years in MEAL.
- Proven experience managing large‑scale MEAL programs and supervising professional teams.
- Strong background in grant and project design management.
- Fluency in English; French proficiency is a plus.
Required skills
- MEAL system design, indicator tracking and data quality assurance.
- Quantitative and qualitative data analysis and database management.
- Proficiency with Microsoft Office and digital data‑collection platforms (ICT4MEAL tools).
- Statistical software such as SPSS, Stata or R.
- Web‑conferencing applications and information‑management systems.
