About the role
Parsons is seeking a highly qualified Program Manager to lead Construction Management Services (CMS) for a major U.S. Army Corps of Engineers program. The role oversees the management, coordination, and execution of CMS task orders under an IDIQ MATOC, ensuring compliance with contract, federal and USACE requirements.
Key responsibilities
- Provide overall management and leadership for all CMS activities, ensuring compliance with USACE, Federal, and contract requirements.
- Oversee recruiting, staffing, and coordination of CMS personnel, lead bi‑weekly meetings, and track payment invoices.
- Ensure implementation of Quality Assurance procedures per the Government Project Specific QA Plan and applicable regulations.
- Support contract administration by reviewing submittals, progress schedules, safety plans, and contract modifications.
- Identify program risks and develop mitigation strategies related to schedule, cost, safety, and quality.
Required profile
- Bachelor’s degree in Engineering, Construction Management, or related field.
- Current active Secret clearance (or higher) and ability to obtain additional clearances as required.
- 15+ years of experience with at least 5 years in program management for construction management services, preferably on large federal or military projects.
- Strong knowledge of Federal Acquisition Regulations (FAR), USACE practices, and applicable codes/standards.
- Excellent written and oral communication skills and ability to manage multi‑disciplinary teams.
