Program Leader – Rural Systems & Partnerships

About the role

The Program Leader – Rural Systems & Partnerships supports the planning, implementation, coordination, and operational development of rural systems‑building and partnership initiatives. Working under direction, the role strengthens intermediary infrastructure, cross‑sector collaboration, and community capacity to achieve sustainable regional impact.

Key responsibilities

• Participate in strategic planning and goal‑setting for statewide rural initiatives.
• Lead day‑to‑day planning, coordination, and management of grant‑related and institutional priorities.
• Coordinate project work plans, timelines, deliverables, meetings, and operational activities for the rural intermediary model.
• Develop and maintain collaborative relationships with Texas A&M System institutions, community partners, government agencies, and nonprofit organizations.
• Facilitate partner engagement, communication, and collaborative strategy development.
• Support the creation of organizational infrastructure, governance, and operational systems for a statewide intermediary program.
• Assist in developing policies, procedures, service models, compliance processes, and continuous‑improvement frameworks.
• Conduct program assessments and help establish standards and objectives.

Required profile

• Experience supporting strategic planning and implementation of multi‑stakeholder programs.
• Proven ability to coordinate complex project work plans and timelines.
• Strong relationship‑building skills with academic, governmental, and nonprofit partners.
• Capability to develop operational frameworks and governance structures.
• Ability to assess program performance and drive continuous improvement.
