Program Director (Design and Construction)

About the role

Parsons is seeking a senior Program Director to lead the design and construction of a nuclear enrichment facility in Paducah, Kentucky. The role oversees a multi‑building campus, ensuring compliance with nuclear safety, quality, and regulatory standards while delivering on schedule and budget.

Key responsibilities

• Lead design and construction of the Observation, Support, Administration, Enrichment Center buildings and associated electrical substations, warehouses and storage facilities.
• Provide full EPC services including detailed engineering, procurement, construction management, quality assurance and nuclear regulatory compliance.
• Serve as the primary client interface and manage all contract deliverables.
• Own program financial performance – forecasting, estimate at completion, burn rate and funding alignment.
• Coordinate across a matrixed organization (engineering, operations, finance, contracts, subcontractors) without direct authority.
• Manage multiple workstreams, recruitment, personnel oversight and risk mitigation.

Required profile

• Bachelor’s degree in a technical or managerial discipline.
• Minimum 20 years of program/project management experience, preferably on large‑scale nuclear or nuclear‑adjacent projects.
• PMP, PgMP or equivalent certification.
• Proven EPC delivery experience and ability to manage contracts (CPFF, CPAF, T&M, FFP).
• Demonstrated financial stewardship of programs $50M+.

Required skills

• NRC compliance and nuclear licensing knowledge.
• Configuration and requirements management.
• Advanced use of project management tools (Jira, Confluence, SharePoint, MS Project).
• Procurement systems and supply‑chain management.
