Program Analyst – OEO Operations

About the role

The Program Analyst will support the Office of Equal Opportunity (OEO) by providing analytical expertise across a range of operational needs. This position plays a key part in evaluating the efficiency and effectiveness of policies, programs, and operations that impact fairness, equality, and access throughout the organization.

Key responsibilities

• Collect, verify, analyze, and present data for mandatory reports, investigations, and barrier analyses.
• Design and conduct surveys, studies, and special projects; interpret findings and recommend actionable improvements.
• Represent the organization at community events, business forums, and internal/external working groups.
• Collaborate with OEO colleagues and internal partners to plan and deliver programs and activities.
• Develop procedures, guidelines, and analytical tools to support policy evaluation.

Required profile

• One year of specialized experience equivalent to the GS‑09 level, including evaluation of policies, program analysis, and development of procedural guidance.
• Ability to communicate complex findings to diverse audiences.
• Eligibility for career or career‑conditional status in the Federal Service.
• Selective Service registration for males born after 12/31/1959.
