Procurement Officer

About the role

The Procurement Officer will lead all procurement and contracting activities for the Housing Authority, ensuring that goods, services, and construction projects are acquired efficiently, transparently, and in full compliance with federal, state, and local regulations.

Key responsibilities

• Manage the complete procurement lifecycle, from requisition through sourcing, purchasing, and delivery.
• Develop and issue solicitations such as RFPs, IFBs, and RFQs; analyze bids and recommend contract awards.
• Draft, review, negotiate, and administer contracts; monitor contractor performance and maintain contract records.
• Identify, evaluate, and onboard qualified vendors, with a focus on small and disadvantaged businesses.
• Ensure all procurement actions comply with HUD regulations, Uniform Guidance (2 CFR Part 200), and other applicable laws.
• Prepare reports, audit documentation, and track cost‑saving opportunities.
• Collaborate with finance, legal, and program teams to align procurement with organizational goals.

Required profile

• Proven experience managing full‑cycle procurement for public‑sector or housing projects.
• Strong knowledge of HUD regulations, Uniform Guidance, and federal procurement statutes.
• Ability to draft, negotiate, and administer contracts and resolve vendor disputes.
• Excellent analytical skills for bid evaluation and cost‑benefit analysis.
