Payroll & Pension Manager

About the role

The Road Commission for Oakland County is seeking an experienced Payroll & Pension Manager to lead its payroll and retirement benefits functions. Reporting to the Director of Finance, you will ensure accurate, timely processing while maintaining strict internal controls.

Key responsibilities

• Maintain internal controls to prevent fraud and ensure accurate payroll output.
• Supervise and train payroll staff, adjusting workloads as needed.
• Oversee bi‑weekly employee payroll and monthly retiree payroll processing.
• Manage retirement benefits administration, including pension calculations, actuarial data reconciliation, and audit support.
• Ensure compliance with all federal, state, and local payroll tax regulations.
• Process employee and employer benefit contributions, including ACH funding.
• Serve as the internal expert for time‑entry software and ADP Workforce Now configuration, troubleshooting, and reporting.
• Collaborate with Finance and IT to develop and implement system improvements.
• Maintain proper accounting setup for the time‑entry system and uphold a professional image of the organization.

Required profile

• Bachelor’s degree in Accounting, Finance or Business.
• Minimum five years of accounting and payroll experience.
• At least three years of management experience (preferred).
• Experience with ADP Workforce Now (preferred).
• Valid State of Michigan driver’s license and eligibility to work in the United States.
