Payments Counsel

About the role

Rain is seeking a Payments Counsel to join its expanding Legal team in Washington DC. The role will provide strategic legal guidance on payments and stable‑coin products, ensuring compliance across the United States and Europe.

Key responsibilities

• Interpret and advise on U.S. and EU payments regulations, including state money‑transmission laws, federal banking rules, PSD2/PSD3, EMD2, e‑money licensing and virtual‑asset frameworks.
• Collaborate with Compliance, Risk, Product and Business Development to secure and maintain money‑transmitter licences and other regulatory approvals.
• Draft and negotiate card‑holder agreements, commercial contracts with banks, payment processors, card networks and vendors across multiple jurisdictions.
• Manage relationships with external counsel on specialised regulatory matters.
• Respond to regulator inquiries, support audits, examinations and regulatory examinations.
• Monitor emerging regulatory developments affecting payments, crypto and fintech and help shape internal policy.

Required profile

• J.D. from a top‑tier law school (U.S.‑trained preferred, international degrees considered).
• 5–8 years of experience in payments, fintech or financial‑services regulation.
• Demonstrated ability to work cross‑functionally in a fast‑moving environment.

Required skills

• Deep knowledge of U.S. and EU payments regulatory frameworks (state MTLs, Durbin Amendment, Regulation E, PSD2/PSD3, EMD2, EMI licensing, card‑network rules).
• Experience drafting and negotiating commercial and card‑holder agreements.
• Proficiency in managing external counsel relationships and regulatory responses.
