Owner's Authorized Representative (OAR) – General Construction

About the role

The Owner's Authorized Representative (OAR) will lead all phases of assigned construction projects, acting as the primary liaison between the District, contractors, architects, engineers, and public agencies. This senior position ensures projects are delivered on schedule, within budget, and meet all regulatory and quality standards.

Key responsibilities

• Manage pre‑construction, bidding, construction, and close‑out phases.
• Review design documents and coordinate feedback with architects and engineers.
• Monitor budgets, schedules, and overall performance against District standards.
• Coordinate with public agencies and internal District departments to ensure compliance.
• Oversee contractor activities, schedules, submittals, and RFIs/RFCs.
• Review and negotiate change orders for fair pricing.
• Manage payment applications for contractors, consultants, and vendors.
• Administer professional service agreements and ensure contract compliance.
• Coordinate delivery of fixtures, furniture, and equipment (FF&E).
• Lead project close‑out, including certification with the Division of the State Architect and financial reconciliation.

Required profile

• Minimum 10 years of full‑time experience in construction and/or project management.
• At least 3 years managing complex projects valued at $10M+.
• Experience with public works, educational facilities, or large commercial construction preferred.
• Bachelor’s degree in Architecture, Engineering, Construction Management, or equivalent with ability to obtain a CCM credential within one year, or an active CCM credential.
