Outside Operations Manager – Construction

About the role

DFN is expanding its fiber network across Lane County and needs an experienced Outside Operations Manager to lead both aerial and underground construction crews. The role is based out of the Creswell shop and requires daily on‑site presence.

Key responsibilities

• Manage day‑to‑day activities of the outside plant team, including scheduling, budgeting, and resource allocation.
• Ensure projects are completed on time, within budget, and meet industry quality and safety standards.
• Coordinate with engineering, operations, vendors, and contractors to align projects with business goals.
• Maintain documentation, monitor service orders, and handle after‑hours or weekend calls as needed.
• Train, onboard, and assess performance of new and existing employees while addressing employee‑relations issues.

Required profile

• 5+ years of experience in outside plant construction, preferably telecom, with management experience preferred.
• Degree in construction management or related field preferred.
• Strong project‑management and communication skills for interacting with engineers, contractors, executives, and government officials.
• Knowledge of local, state, and federal regulations governing outside plant facilities.
• Ability to work in the field, operate company vehicles, and meet medium physical work demands.

Required skills

• Proficiency with Office 365
• Experience using GIS systems
• Familiarity with NISC applications
