Oracle Application Developer / DBA

About the role

A.I.S., Inc. is seeking an Oracle Application Developer/DBA to centralize scientific and administrative data for NOAA’s SEFSC. The role involves building a robust Oracle environment, creating front‑end applications, and ensuring secure data management for internal staff and external partners.

Key responsibilities

• Analyze diverse data sources (flat files.db3, Access, legacy SQL, APIs) and design automated ETL workflows for migration into Oracle.
• Develop parsing algorithms and data validation rules to maintain integrity during ingestion.
• Design and maintain normalized relational schemas for plankton and groundfish survey data.
• Optimize database performance through indexing, partitioning, and query tuning.
• Implement federal data security standards, PII protection, and role‑based access control.
• Build internal web applications for NOAA staff to input, query, and edit live records.
• Create a secure external portal with a staging‑and‑commit workflow for partner edits.
• Support Trawl and Plankton Branch surveys, provide data analyses, and assist with reports and publications.

Required profile

• MS degree in Computer Science, Information Systems, Engineering, or related field; or BS with five years of relevant experience.
• Proven ability to translate scientific processes into logical and physical data models.
• Experience writing complex PL/SQL stored procedures, triggers, and packages.
• Knowledge of role‑based access control and federal data security protocols.
