Legal Counsel – Construction & Infrastructure

About the role

S&B USA is seeking a Counsel to join its legal team in Pittsburgh, PA. The role provides legal, contractual, and compliance support for a growing heavy‑civil infrastructure construction organization that delivers complex projects through alternative delivery methods.

Key responsibilities

• Review, draft, and negotiate prime contracts, subcontracts, consulting agreements, joint‑venture and teaming agreements, NDAs, and vendor/supplier agreements.
• Support bid and proposal teams by analyzing procurement documents and identifying contractual risks.
• Maintain contract templates and legal forms.
• Provide legal guidance throughout the project lifecycle, including contract interpretation, change orders, claims, notices, and correspondence.
• Research public procurement, construction law, and government contract issues.
• Assist with preparation and management of REAs, claim submissions, mediation, arbitration, and other dispute‑resolution proceedings.
• Coordinate with outside counsel and organize legal records, evidence, and project documentation.
• Monitor compliance with federal, state, and local regulations and manage risk mitigation strategies.

Required profile

• Early‑career attorney with a JD and active bar admission.
• Strong interest in construction law, government contracting, labor and employment, and commercial transactions.
• Ability to work closely with operations, estimating, risk management, HR, finance, and executive leadership.
