Human Resources Compliance Specialist

About the role

The Human Resources Compliance Specialist will lead the compliance and quality‑assurance framework for HR, coordinate COSO testing, and act as the central liaison for internal audits and risk partners. This position supports the Bank’s mission by ensuring HR processes meet regulatory and internal standards.

Key responsibilities

• Develop and continuously improve the compliance and QA framework through risk‑based assessments of core HR processes.
• Own COSO coordination, conduct tests, maintain documentation, and execute internal compliance and quality audits.
• Serve as primary contact for internal audit teams, Board of Governors reviews, and cross‑functional partners, handling information requests and risk evaluations.
• Drive audit remediation efforts and manage the closure of open findings.
• Design and maintain a dashboard that tracks compliance activities, COSO testing cycles, remediation timelines, and risk events.
• Ensure adherence to System and District record‑retention standards and manage retention exceptions.

Required profile

• Minimum 3 years of relevant experience in audit, compliance, or risk management.
• Bachelor’s degree in Human Resources, Business Administration, or a related field, or equivalent experience.
• Strong analytical and strategic problem‑solving abilities.
• Excellent written and verbal communication skills.
• Collaborative mindset with the ability to build trust across teams.
