Human Resources Analyst / Specialist

About the role

The Office of Juvenile Justice is looking for a detail‑oriented Human Resources Analyst or Specialist to support key HR functions across the agency. This position focuses on employee administration, benefits, payroll coordination, and recruitment while ensuring compliance with Civil Service rules and state/federal regulations.

Key responsibilities

• Manage employee administration: process personnel actions, audit HRIS data, resolve discrepancies, and maintain compliance.
• Oversee benefits and retirement programs: process health and life insurance actions, counsel employees on options, and report accurately to retirement systems.
• Support recruitment and placement: create requisitions, post vacancies, review qualifications, audit hiring actions, and guide managers through selection procedures.
• Coordinate payroll activities and ensure accurate payroll processing.
• Provide guidance to supervisors, managers, and employees on HR policies and procedures.

Required profile

• Three years of human resources experience, or six years of full‑time experience in any field, or a bachelor’s degree (experience substitution allowed).
• Core competencies: effective communication, accountability, policy adherence, ethics and integrity, and adaptability to change.

Required skills

• HRIS (Human Resources Information System) proficiency.
