HR Manager

About the role

The International Rescue Committee (IRC) is seeking an experienced HR Manager to lead people and culture initiatives for its San Diego and Los Angeles offices. As a member of the local Leadership Team, you will shape strategic direction, ensure compliance with labor laws, and foster a values‑driven workplace.

Key responsibilities

• Provide HR guidance across the employee lifecycle, including recruitment, onboarding, performance management, and off‑boarding.
• Act as a trusted advisor to managers on policy interpretation, performance issues, and organizational decisions.
• Handle employee inquiries related to benefits, payroll, HRIS, leaves of absence, and general HR matters.
• Lead employee relations cases, conduct workplace investigations, and support resolution of sensitive issues.
• Implement collective bargaining agreements and maintain compliance with applicable labor regulations.
• Promote and uphold the IRC Way values and professional conduct standards.
• Travel regularly between the San Diego and Los Angeles offices to support both locations.

Required profile

• Minimum 5 years of progressive HR experience, preferably in a non‑profit or humanitarian setting.
• Strong knowledge of U.S. federal, state, and city labor laws.
• Demonstrated ability to advise senior leaders and manage complex employee relations matters.
• Experience with collective bargaining agreements and labor‑relations processes.
• Excellent communication, problem‑solving, and interpersonal skills.
