HR Manager

About the role

The International Rescue Committee is seeking an HR Manager to lead people and culture activities for its Sacramento and Turlock offices. As a member of the local Leadership Team, you will shape strategic direction, ensure compliance with organizational policies and local labor laws, and promote the IRC’s core values across the workplace.

Key responsibilities

• Provide guidance and support across the full HR lifecycle, including recruitment, onboarding, performance management, and off‑boarding.
• Act as the go‑to source for HR policies, procedures, and labor‑law compliance, advising managers and staff on best practices.
• Facilitate employee support functions such as benefits, payroll, HRIS, and leaves of absence.
• Lead employee‑relations matters, conduct investigations, and recommend resolutions for sensitive issues.
• Implement and monitor collective bargaining agreements, ensuring consistent application of provisions.
• Promote and uphold the IRC Way and code of conduct, modeling a culture of integrity, service, accountability, and equality.

Required profile

• Solutions‑driven, passionate change‑maker with strong interpersonal and problem‑solving abilities.
• Demonstrated experience in HR policy interpretation, labor‑law compliance, and employee‑relations handling.
• Ability to serve as a trusted advisor to managers and senior leaders.
• Experience working in a non‑profit, humanitarian, or international organization is preferred.

Required skills

• In‑depth knowledge of HR policies, procedures, and applicable labor laws.
• Familiarity with HR information systems (HRIS) and benefits administration.
• Experience managing payroll processes and leaves of absence.
• Competence in conducting workplace investigations and handling collective bargaining agreements.
