About the role
The Finance & Budget Officer supports the Capacity Development Programme Management Office (CDPMO) of the UN Department of Economic and Social Affairs. Reporting to the Senior Finance Officer, the role ensures accurate budgeting, financial analysis, and compliance for DESA's capacity‑development programmes and extra‑budgetary resources.
Key responsibilities
- Review, analyse and finalise the medium‑term plan and its revisions, incorporating departmental submissions and intergovernmental recommendations.
- Prepare cost estimates and budget proposals for staff, non‑staff, and programme requirements, ensuring alignment with legislative mandates.
- Provide substantive support to intergovernmental bodies during budget reviews and assist in securing General Assembly approval.
- Issue allotments, authorise sub‑allotments and redeploy funds as needed, monitoring implementation and recommending reallocations.
- Administer extra‑budgetary resources, review agreements and cost plans, and ensure compliance with UN regulations.
- Authorise payments to governments for certified claims and manage related financial documentation.
Required profile
- Relevant university degree in finance, economics, public administration or a related field.
- Professional experience in budgeting, financial analysis, and public‑sector financial management.
- Familiarity with UN financial rules, regulations and reporting procedures.
- Strong analytical abilities and attention to detail.
