Finance and Budget Officer

About the role

The Finance and Budget Officer supports the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS) in mobilising and coordinating international resources. The position reports to the Senior Economic Affairs Officer, Subprogramme 1, and works under the overall guidance of the Chief.

Key responsibilities

• Review, analyse and finalise the annual programme plan and its revisions, ensuring alignment with departmental submissions and intergovernmental decisions.
• Provide substantive support to intergovernmental and expert bodies during plan and budget reviews and secure General Assembly approval.
• Prepare and finalise cost estimates and budget proposals for staff and non‑staff requirements, ensuring compliance with legislative mandates.
• Collaborate with the Finance Division to issue certified financial statements for projects funded through voluntary contributions.
• Issue allotments, authorise sub‑allotments and manage redeployment of funds as needed.
• Monitor budget implementation, recommend reallocations, and prepare performance submissions and variance analyses.
• Administer extra‑budgetary resources, review agreements and cost plans, and ensure compliance with regulations.
• Produce monthly financial reports and ad‑hoc financial analyses.
