About the role
The Electronic Monitoring (EM) Specialist will support NOAA's Northwest Fisheries Science Center by reviewing video from West Coast commercial fisheries, annotating events, identifying species, and estimating catch and discard metrics. This role also contributes to a Machine Learning Assisted EM pilot and serves as a liaison with NOAA staff and third‑party providers.
Key responsibilities
- Perform secondary EM video review to verify annotated fishing events and estimated catch.
- Conduct QA/QC to ensure accuracy of data reported by primary third‑party reviewers and provide performance feedback.
- Accurately notate fishing events, determine species, and estimate lengths and/or weights of observed catch and discards.
- Develop Vessel Monitoring Plans for the ML EM pilot program and support its implementation.
- Communicate and coordinate with EM third‑party providers and the ML EM pilot contractor.
Required profile
- Bachelor’s degree in fisheries or a related field with at least two years of relevant experience.
- Ability to pass a NOAA background check and obtain public trust classification.
- Clear written and verbal communication skills.
- Capability to work independently, meet deadlines, and manage video and data annotation accurately.
- Eligibility to work in the U.S. and use government‑furnished IT equipment.
- Willingness to complete required NOAA/DOC training upon award.
