Economic Empowerment Program Manager

About the role

The International Rescue Committee (IRC) is launching a new Economic Empowerment Program in Montana. As the Program Manager, you will design and implement a workforce development initiative from the ground up, building partnerships with employers, community groups, and state workforce boards.

Key responsibilities

• Design and launch a comprehensive workforce development program, including eligibility criteria, intake, case management, and success metrics.
• Create policies, procedures, and client‑facing materials tailored to Montana’s rural and dispersed populations.
• Conduct outreach, recruit participants, and assess eligibility.
• Collaborate with the development team on grant proposals and strategic planning to expand services.
• Engage regularly with local workforce development boards, establishing IRC as the expert on serving English language learners and low‑income job seekers.
• Build long‑term relationships with board members and system partners to influence funding priorities and secure multi‑year public‑sector funding.
