Data Governance / Data Manager

About the role

Blue Water Thinking is seeking a Data Governance / Data Manager to establish and maintain enterprise‑level data management practices for the VA OAA Data Management Center. The role focuses on standardizing data definitions, resolving duplicate data, and supporting reporting across a Microsoft‑based environment. The position is fully remote and supports the agency’s goal of reaching CMMI Level 4‑5 maturity.

Key responsibilities

• Establish and maintain enterprise‑level data management practices aligned with CMMI Level 4‑5 target operating maturity.
• Identify authoritative data sources, standardize definitions, resolve duplicate or conflicting data, fill metadata gaps, and address reporting inconsistencies across OAA applications, SQL Server 2022 databases, SSRS reports, Power BI, SharePoint, and Power Apps.
• Develop and maintain data dictionaries, metadata documentation, stored procedure inventories, and report‑to‑data‑source traceability.
• Provide data‑related inputs for ATO documentation and audits.
• Propose master data management recommendations compatible with the Microsoft‑based OAA environment and VA security requirements.
• Suggest data fabric or metadata‑driven approaches subject to Government approval.

Required profile

• Bachelor’s degree in Data Management, Information Systems, Computer Science or a related field.
• Experience with enterprise data governance, CMMI practices, and government data environments is preferred.
