Contract Specialist – Public Record Data Services

About the role

The Contract Specialist will build and maintain a network of service providers that deliver public record data, document acquisition, verification, and related services. You will negotiate agreements, support procurement strategies, and act as the subject‑matter expert on court systems and processes.

Key responsibilities

• Develop and execute strategies to establish and sustain a service‑provider network for public record data and document acquisition.
• Identify cost‑containment and cost‑reduction opportunities.
• Manage procurement processes, including RFIs, RFPs, bid vetting, negotiations, and contract award in line with department guidelines.
• Draft, administer, and monitor contracts to ensure service‑level agreements are met.
• Serve as the primary liaison between internal stakeholders and service providers.
• Monitor provider performance, address non‑compliance, and manage contract renewals, renegotiations, or cancellations.
• Provide expertise on court systems, maintain relationships with government entities, and resolve court‑access issues.
• Identify procedural and system improvements to enhance collection processes.

Required profile

• Experience in contract management, procurement, and vendor relationship management.
• Knowledge of court systems, processes, and public record collection.
• Strong negotiation and communication skills.
• Ability to develop and implement cost‑reduction strategies.
