Construction Project Manager – Federal Projects

About the role

BORJA ENGINEERING & CONSTRUCTION is seeking an experienced Construction Project Manager / Estimator to lead federal government projects across California, Nevada, Arizona and Hawaii. The role focuses on vertical construction contracts ranging from $4M to $15M, supporting Department of Defense facilities and ensuring successful delivery from estimate through completion.

Key responsibilities

• Manage multiple vertical construction projects valued between $4M and $15M.
• Lead business development, maintain client and subcontractor relationships.
• Oversee budgets, estimating, cost control, scheduling, safety, invoicing and change management.
• Ensure technical and contractual compliance with federal, state and local regulations.
• Coordinate field construction staff, subcontractors and vendors to meet project milestones.
• Prepare and negotiate subcontract scopes, revisions and contractual agreements.
• Produce budget estimates, progress cost tracking reports, and regular updates to corporate leadership.

Required profile

• 5‑8 years of construction project management experience on federal projects.
• Lead PM experience on projects ranging $1M‑$15M for DoD, USACE or NAVFAC clients.
• BA/BS in Engineering, Construction Management or related field.
• Design‑Build experience and on‑site construction background.
• Strong knowledge of architectural, structural, mechanical, electrical design practices and current building codes.
• Understanding of USACE EM‑385‑1‑1 Safety and Health Manual.
• Proven ability to direct field staff, multitask, and follow‑up relentlessly.
