Cloud Technical Lead (Oracle HCM)

About the role

UST is seeking an Oracle HCM Cloud Technical Lead to own the technical solution design, data migration and integration for a large‑scale payroll implementation. You will act as the primary technical authority, guiding the team from prototype through deployment in a FedRAMP‑compliant environment.

Key responsibilities

• Direct conversion methodology (source‑to‑target mapping, ETL, reconciliation) and integration build (API, file, event‑driven, batch) using Oracle Integration Cloud.
• Manage payroll conversion across pay plans, leave, tax, benefits, garnishments, YTD accumulators and accounting distributions.
• Partner with security teams to design role‑based access, data‑in‑motion/at‑rest protection, and ensure FedRAMP/NIST SP 800‑53 compliance on OCI Government Cloud.
• Coordinate environment provisioning, refresh cycles and disaster‑recovery readiness with infrastructure resources.
• Serve as client‑facing technical point of contact, reporting status, risk and readiness in governance forums.

Required profile

• 7+ years of Oracle HCM Cloud technical experience, including data migration and integration on multiple full‑lifecycle implementations.
• Proven experience designing and executing large‑scale payroll conversions (100M+ records) and leading technical teams through cutover and hyper‑care.
• Federal or large‑scale public‑sector payroll experience preferred; ability to travel up to 10%.

• ETL, API‑based integration, batch processing.
• FedRAMP, NIST SP 800‑53, role‑based access design, MFA integration with federal identity providers.
