Clinical Program Manager

About the role

The International Rescue Committee (IRC) is launching an Early Intervention Specialty Mental Health Services program in partnership with Alameda County Behavioral Health Department. The Clinical Program Manager will lead the implementation, clinical operations, and compliance of this new program, ensuring trauma‑informed, high‑quality care for clients with early‑stage mental health needs.

Key responsibilities

• Implement IRC’s EI SMHS program in line with ACBHD’s model, including staffing, workflows, and documentation.
• Establish policies, procedures, and infrastructure to meet BHSA regulations and ACBHD contract requirements for FY 26/27 and beyond.
• Monitor program performance against productivity standards (30% outreach, 30% treatment) and a 50% Medi‑Cal billable services threshold in Year 1.
• Oversee Medi‑Cal billing, ensuring correct HCPCS code usage (e.g., H2017, H2019, T1017) and provider type application.
• Drive continuous quality improvement and sustainable growth of the program.
• Supervise 2‑5 staff members, providing guidance and performance feedback.

Required profile

• Professional licensure with at least 2 years of experience in behavioral health.
• Deep understanding of the Medi‑Cal environment and related billing processes.
• Strong program‑management and supervisory abilities.
• Commitment to equitable access and care for underserved communities.
