Big Data & AI Policy Director (Analyst VI) – Hybrid

About the role

The Colorado Division of Insurance (DOI) seeks a senior policy professional to lead the development and implementation of big data and artificial intelligence policies under Senate Bill 21-169. This hybrid position will guide the agency’s efforts to protect consumers from unfair discrimination in insurance practices while supporting the broader mission of consumer protection.

Key responsibilities

• Implement and oversee compliance with Senate Bill 21-169, prohibiting discriminatory use of external data, algorithms, and predictive models.
• Develop and maintain policy frameworks for the use of big data and AI in underwriting, pricing, claims handling, and other insurance functions.
• Investigate consumer complaints and conduct regulatory reviews of insurer rate and policy form filings.
• Collaborate with legal, actuarial, and technology teams to assess risk and ensure equitable insurance practices.
• Provide guidance and training to staff and external stakeholders on emerging data‑driven insurance issues.

Required profile

• Extensive experience in insurance regulation, policy analysis, or related public‑sector roles.
• Strong understanding of civil rights and anti‑discrimination law as it applies to insurance.
• Demonstrated ability to interpret and apply complex legislative mandates.
• Excellent communication skills for drafting policy documents and presenting findings.
