Associate General Counsel – Staff Attorney 2

About the role

The State of Minnesota’s Direct Care and Treatment (DCT) agency is seeking an Associate General Counsel to provide legal expertise across a range of policy and compliance matters. This full‑time position works primarily onsite in Vadnais Heights with limited telework options.

Key responsibilities

• Conduct legal and policy research and analysis on complex issues such as rulemaking, executive delegations, litigation monitoring, and the Minnesota Olmstead Plan.
• Draft and review written products for diverse audiences, including rulemaking documents, board governance materials, and compliance reports.
• Serve as the lead attorney for rulemaking, offering legal advice to DCT leadership, senior management, and program staff.
• Provide legal training on rulemaking and related topics to all DCT divisions.
• Monitor and advise on Jensen‑related matters and other agency‑wide legal initiatives.

Required profile

• Must be eligible to work in the United States at the start of employment.
• Must be able to work onsite at 3200 Labore Rd, Ste 104, Vadnais Heights at least 50 % of the time.
• Ability to perform legal research, analysis, and produce clear written advice.
• Willingness to provide training and support to agency staff.
