Assistant Utilities Director

About the role

The Assistant Utilities Director supports the Director of Public Utilities in managing Bossier City’s water and wastewater systems and drives growth of the North Louisiana utilities practice. This senior operational leader ensures reliable service, regulatory compliance, and effective project delivery across treatment plants, transmission, and distribution networks.

Key responsibilities

• Provide day‑to‑day leadership for plant managers, division managers, project managers, and technical staff, establishing performance expectations and escalation paths.
• Oversee operation of water and wastewater treatment facilities, monitoring data, alarms, maintenance needs, and key performance indicators to mitigate risks.
• Lead planning, budgeting, scheduling, design coordination, procurement, construction, commissioning, and closeout of capital and improvement projects.
• Ensure compliance with LDH, LDEQ, EPA, and permit requirements, preparing for inspections, audits, and regulatory meetings.
• Maintain relationships with city officials, regulators, contractors, and stakeholders, translating technical issues into clear recommendations and public communications.

Required profile

• Leadership experience within a municipal utility, public‑private partnership, or owner‑advisor environment.
• Louisiana Class IV operator certification (or willingness to obtain) and proven ability to manage large utility teams.
• Experience with municipal budgeting, public procurement, council processes, and state/federal funding programs.

Required skills

• Membrane filtration, ozone, granular activated carbon, activated sludge, ultraviolet disinfection.
• Pumping systems, lift stations, SCADA, asset‑management systems.
• GIS, CMMS, operational dashboards, data analysis, performance‑reporting tools.
