Assistant Program Leader

About the role

The Assistant Program Leader supports the Texas Mitigation Planning Initiative (TMPI) by coordinating hazard mitigation projects for rural and regional communities across Texas. You will develop FEMA‑compliant mitigation plans, provide technical assistance, and act as a liaison between the university and community partners.

Key responsibilities

• Lead the writing and policy generation of multi‑jurisdictional hazard mitigation plans that meet FEMA requirements.
• Manage the annual application cycle, monitor community hours, and ensure grant reporting compliance.
• Conduct site visits, facilitate stakeholder meetings, and provide hands‑on technical assistance to communities with limited planning capacity.
• Supervise interns, student workers, and volunteers while coordinating with faculty and research assistants on planning projects.
• Prepare instructional and train‑the‑trainer materials to build local emergency management capacity.

Required profile

• Bachelor’s degree in planning, urban planning, emergency management, or a related field (Master’s preferred).
• Minimum three years of experience in hazard mitigation planning, community planning, or project management.
• Valid Texas Class “C” driver’s license or ability to obtain one within 30 days of hire.

Required skills

• Geographic Information Systems (GIS).
• Knowledge of FEMA local hazard mitigation plan requirements and Benefit‑Cost Analysis toolkit.
• Proficiency with word processing, spreadsheet, and database applications.
