Advisor II – Procurement Contracts (US Only)

About the role

The Advisor II, Procurement Contracts provides technical expertise to Global Procurement, advising on contract development, risk management, and compliance across CRS operations. The role supports high‑value, high‑risk procurement activities and contributes to agency‑wide contracting standards.

Key responsibilities

• Lead development, review, and negotiation of complex procurement contracts, including framework agreements for goods, services, construction, technology and more.
• Partner with requestors, procurement teams and technical stakeholders to define scopes of work, deliverables, performance standards and contractual requirements.
• Advise on contract structures, risk allocation, service levels, warranties, insurance, indemnities, intellectual property, data protection and termination rights.
• Support solicitation document review, evaluation criteria, negotiation strategies, award documentation and contract modifications.
• Serve as technical escalation point for complex contractual issues while coordinating with the Office of General Counsel.
• Ensure contracts align with CRS policies, donor requirements, applicable law and organizational approvals.
• Collaborate with OGC, GRC, Finance, Safeguarding, GKIM and other functions to address specialized legal, compliance and risk considerations.

Required profile

• Technical subject‑matter expertise in procurement contracting.
• Experience working with global, regional and country stakeholders.
• Ability to develop and negotiate high‑value, high‑risk contracts.
• Strong knowledge of CRS procurement policies, donor requirements and relevant legal standards.
