Technical Advisor – Outbreak Preparedness & Response

About the role

The STRIDES Technical Advisor will provide overall leadership, coordination, and operational oversight for STRIDES‑supported Ebola outbreak preparedness, response, recovery, and transition activities in the Democratic Republic of the Congo. This position serves as the central focal point for incident management, ensuring alignment with national plans, global standards, and donor requirements.

Key responsibilities

• Lead and manage all aspects of STRIDES Ebola outbreak preparedness and response activities.
• Activate, coordinate, and oversee Incident Management System (IMS) structures and emergency operations.
• Serve as the primary technical and operational focal point for STRIDES Ebola response implementation.
• Facilitate daily incident management meetings, situation reviews, and operational planning sessions.
• Monitor epidemiological trends and use data to guide operational decisions.
• Review surveillance reports and provide recommendations for response adjustments.
• Provide technical direction to project staff, support capacity building, and ensure adherence to SOPs.
• Develop technical briefs, reports, and other materials to disseminate best practices.
• Support transition planning from emergency response to recovery and resilience‑building activities.

Required profile

• Proven experience in outbreak response coordination and incident management.
• Strong understanding of national and international Ebola response protocols.
• Ability to work closely with government counterparts, implementing partners, and multi‑disciplinary teams.
• Excellent analytical skills for interpreting epidemiological data.
• Experience in developing technical documentation and training materials.
