Technical Advisor II – Family Strengthening

About the role

Catholic Relief Services is seeking a Technical Advisor II to lead family‑strengthening and safe family‑based alternative care initiatives across multiple countries. The advisor will provide technical leadership, guidance, and support to regional and country teams, ensuring high‑quality programming for vulnerable children and families.

Key responsibilities

• Develop and implement agency‑wide strategies, standards, tools and best practices for family strengthening and safe family‑based alternative care.
• Provide technical solutions to regional and country teams for program design, implementation, monitoring and evaluation.
• Lead the creation of technical guidance, tools and frameworks for gatekeeping, kinship care, foster care, reintegration and case management.
• Strengthen capacity of government institutions, faith actors and civil society to deliver quality child protection and family care services.
• Contribute to proposal development, monitoring system design and integration of donor requirements.

Required profile

• Bachelor’s degree in Social Work, Child Protection, Psychology, Sociology, Public Health, International Development or a related field.
• Minimum eight years of relevant international experience in advisory or management roles, with at least three years focused on family strengthening, alternative care or early childhood development.
• Proven experience providing technical assistance and developing successful donor proposals.

Required skills

• Proficiency with MS Office packages (Excel, Word, PowerPoint).
• Experience using web‑conferencing applications and budget management systems.
• Familiarity with knowledge‑sharing networks and data collection/analysis tools for monitoring and evaluation.
