Senior Project Buyer

About the role

The Senior Project Buyer will independently manage procurement packages for construction projects in the U.S. Virgin Islands, ensuring equipment, materials, and services are secured at the best overall value while complying with project requirements and regulations. Based in St. Thomas, this role collaborates closely with project management, pre‑construction, operations, contracts, finance, and logistics teams.

Key responsibilities

• Lead procurement packages from planning, supplier sourcing, RFP/RFQ issuance, bid evaluation, negotiation, award, to close‑out.
• Develop procurement strategies aligned with budget, design, construction schedule, and logistics constraints.
• Prepare solicitation documents, manage bidder outreach, pre‑qualification, and obtain comparable proposals.
• Conduct commercial bid evaluations and provide award recommendations considering price, scope, schedule, quality, risk, and total cost.
• Monitor submittals, fabrication, shipment, delivery, and supplier performance; coordinate expediting activities.

Required profile

• Bachelor's or master's degree in supply chain, business, engineering, construction management, or related field.
• Minimum 5 years of procurement experience in heavy construction or complex projects.
• Proven ability to manage major procurement packages and lead commercial negotiations independently.
• Strong knowledge of construction trades, materials, equipment, drawings, specifications, and bills of quantities.

Required skills

• Advanced Excel proficiency.
• Experience with procurement/project platforms such as BuildingConnected, Kahua, or HA+.
• Competence in competitive bidding, bid leveling, and audit‑ready procurement documentation.
• Understanding of commercial terms, purchase orders, subcontracts, insurance, bonding, and risk allocation.
