Senior Program Manager, Safety, Health & Wellness

About the role

The International Rescue Committee (IRC) Arizona seeks a Senior Program Manager to provide unified, statewide oversight of its Safety, Health, and Wellness programs across the Phoenix and Tucson offices. This leader will supervise staff, develop partnerships, manage grants, and ensure contract compliance for a broad portfolio of services supporting refugees, asylees, survivors of trafficking, torture, and other vulnerable populations.

Key responsibilities

• Provide statewide program oversight and strategic direction for Health, Safety, and Wellness initiatives.
• Supervise and mentor staff in both Phoenix and Tucson locations.
• Develop and maintain partnerships with healthcare providers, public health authorities, community agencies, and donors.
• Manage grant funding, ensure compliance, and diversify revenue sources.
• Oversee service delivery for therapeutic services, asylum casework, anti‑trafficking and victim services, medical case management, and public health education.
• Coordinate a shared statewide strategy that improves program quality, expands impact, and facilitates shared learning across offices.

Required profile

• Proven experience in program management within humanitarian, health, or safety sectors.
• Demonstrated ability to lead multi‑site teams and supervise staff.
• Strong background in grant management and partnership development.
• Experience working with refugee, asylum seeker, and survivor populations.
• Commitment to the IRC mission and a solutions‑driven, change‑maker mindset.
