Project Manager – Gas Pipeline Strength Testing & Valve Replacement

About the role

The Project Manager – Gas Pipeline Strength Testing & Valve Replacement leads delivery of complex gas transmission integrity projects, focusing on pipeline strength testing and valve replacement. The role ensures safe, compliant work aligned with client and Parsons quality standards, supporting risk reduction and system reliability for utility clients in Walnut Creek, CA.

Key responsibilities

• Manage end‑to‑end execution of pipeline strength testing and valve replacement projects from initiation through closeout.
• Develop integrated project plans covering engineering, permitting, outage coordination, construction, testing and restoration.
• Coordinate hydrostatic testing, isolation planning, gas blowdowns, dewatering, drying and commissioning activities.
• Ensure compliance with PHMSA (49 CFR Part 192) and California‑specific safety regulations, maintaining audit‑ready documentation.
• Partner with gas operations and control center personnel for outage planning, system isolation and service continuity.
• Oversee EPC contractors, specialty vendors and inspection teams, conducting site visits, progress reviews and safety walks.
• Identify and mitigate risks related to constructability, permitting, outages and environmental constraints.
• Develop and manage CAPEX budgets, track cost performance, change orders and earned value metrics.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Project Management or related field (or equivalent experience).
• 10+ years of relevant experience, including pressure (hydrostatic) testing and major valve replacement projects.
• Strong knowledge of PHMSA regulations (49 CFR Part 192) and gas transmission integrity practices.
• Experience working within a formal PMO environment with stage‑gate governance.
• Proficiency with project scheduling tools such as Primavera P6 or MS Project.
• Proven ability to manage contractors and multidisciplinary field teams.
• Excellent communication, stakeholder management and negotiation skills.
• Willingness to work on‑site in Walnut Creek and travel to project locations across California.
