Program Manager I – El Niño Preparedness (EMPOWER/RAPID)

About the role
The Program Manager I will provide program management, technical, and coordination support to EMPOWER partners in South America, strengthening El Niño preparedness and readiness for rapid, partner‑led emergency response. Working under the Program Manager II, the role bridges hazard analysis, partner capacity, and operational planning to produce activation‑ready response plans.
Key responsibilities
- Support implementation of El Niño preparedness workplans across assigned South American countries, coordinating with partners, country teams, and technical colleagues.
- Maintain detailed activity plans, deliverable trackers, and meeting records linking program, MEAL, cash‑voucher assistance, supply chain, finance, safeguarding, and operational readiness tasks.
- Compile and synthesize hazard, vulnerability, and scenario information to identify priority locations, population groups, and preparedness triggers.
- Facilitate partner working sessions to develop or update contingency plans, response strategies, and scalable response scenarios.
Required profile
- Bachelor's degree in international development, humanitarian response, disaster risk management, or a related field.
- Minimum three years of experience in humanitarian program management, emergency preparedness, or disaster risk reduction, including field‑based work.
- Experience supporting moderately complex projects across dispersed geographic areas, preferably with an international NGO.
- Demonstrated ability to work with and strengthen the capacity of local partners, with experience with faith‑based partners considered an advantage.
